USA Horror film where a depressed clown hangs himself and goes to hell and there is an inside out guy?

Okay, so about eleven or ten years ago, (I was five, eep.) I saw this really creepy film, and this depressed clown screwed up a kids birthday party, so anyways, he decides to kill himself. So he finds gallows and hangs himself, and they're located over the sea. Cops come and try to help him down as he's kicking and screaming and whatnot, and eventually he dies. It then cuts to him in an alley way, really dark and smokey. And there's this guy sitting on a box or whatever, and he's smoking a cigar, and there are dumpsters all around, and he's inside out. And there is also a guy with him who has, like, acid on his skin? It turns out he's in hell, and the film progresses. Anyways, anyone know what film it is? Been killing me for ten or eleven years, lol.. Thanks.
